Sheffield Wednesday Faces Major Issues, States Independent Regulator

'We will play a key role in football's future' - football oversight chief David Kogan

The Championship club's persistent issues are seen as a "serious issue" and the new football authority is looking to gain the ability to investigate clubs in such situations, its new chair the official has declared.

Through a comprehensive talk, the chairman, who was appointed on Monday, voiced concern towards Wednesday's fanbase.

The chairman convened with four supporters' associations connected to the South Yorkshire club in recent days.

The team have been facing challenges both on and off the pitch in 2025, with the club failing to pay players on time on five separate occasions, including in the autumn.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the iconic names for the English game and this week we have met fan representatives.

"We're now looking to get powers... which will permit us to bring the club and similar situations referred to us if they need to be investigated and dealt with."

Monetary Issues and Proprietorship Status

The team's struggling chairman the Thai businessman suggested earlier this year he would be prepared to relinquish control at their home ground, but he has failed to complete a sale with prospective buyers.

Missed wage deadlines on time in earlier this year caused limitations by the English Football League (EFL) in summer, blocking the team from conducting any transfers or loans for the following recruitment periods, although those limitations were removed in late summer.

Authority's Position

The regulator explained: "The position was created for the Owls followers, teams facing challenges where supporters are loyal to a community organization that has represented their community in multiple situations.

"I fully appreciate the club's situation, as I do for all the clubs that in modern times have encountered failure, or been close to going to the wall, for causes separate from the supporters."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we assemble the facts and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an individual club, an specific proprietor, without having the opportunity to collaborate with that chairman to fix the issues that the club's facing and the owner's facing," the regulator explained.

"However, realistically, when you review the record of the game, over the last 20 or 30 years there have been some owners, not many, but some who have been irresponsible in the approach they have taken toward their teams and eventually refuse to accept accountability for the coming years."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to explain the responsibilities of the authority recently and insisted it was a "forward-thinking discussion" with a "significant participation" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the sport makes errors, the significant advances achieved could disappear swiftly," the chairman stated.

"And that's what nobody wants in the realm of domestic football is a huge success story - we must maintain momentum.

"Considerable investment coming into football and has been invested for the recent generations, because there are no assurances it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Elite Division Worries

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the Premier League's sporting equality, but the chairman responded: "I completely endorse the achievement and development as an financial organization of the Premier League.

"As someone who appreciates the concern of undermining the Premier League as a premium product of this country. But at the same time, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, in fact, they have been advising us privately they have a considerable comfort."

Political Connections

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the Labour Party in 2020.

The chairman contributed funds to Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any type of partisan engagement."
